Union Public Service Commission conducts the civil services exams every year, which is marked by lakhs of applications each year. Civil services exam is known to be one of the toughest exams in the country. Only Indians are allowed to appear in this exam. UPSC also conducts exams for other central government posts like IPS, IFS,IRPS, IRS, etc. Every year many civil service aspirants compete for almost 1000 vacancies, making it the most toughest exam of the country. The exact number of vacancies are to be published on the UPSC portal. The number of vacancies for 2019 exam is supposed to be around 896 posts.
The Civil Services Examination (CSE) UPSC invites application round the year through the Civil Service Exam Notification. UPSC conducts this exam in two-phase Prelims and Mains exam, in the Mains exam, they conduct further two sections one is written and another one is interview or personality test.
Through these phases of exams they want to check the candidate’s attitude, functional ability, ability to solve/face the problem, etc.
Prelims are the screening test framed to check the awareness of the candidate about their surroundings. The Mains exam focuses to check the attitude and aptitude of candidates towards society, religion, race, gender, international relation, politics etc.
Scheme and subjects for the Preliminary and Main Examinations 2019 are as follows:
Eligibility, Age Limit and Number of attempts:
In order to be eligible for the Civil Services examination, candidates must be graduates or above.
Candidates who are about to appear for their final graduation exams are also eligible to appear for this examination.
A candidate must be a minimum of 21 years and maximum of 32 years.
Reserved category candidates are provided upper age relaxation, which is as follows:
- SC/ST- Up to 5 years
- OBC- Up to 3 years
- Defense Services Personnel disabled during operations – Up to 3 years
- Ex-servicemen- Up to 5 years
- ECOs/SSCOs who have completed an initial period of assignment of five years of Military Service- Up to 5 years
- PwD candidates- Up to 10 years
- Domiciles of Jammu and Kashmir from January 1, 1980, to December 31, 1989- Up to 5 years.
The maximum number of attempts permitted is 6 for open category candidates, and 9 for OBC candidates. There is no limit on the number of attempts for SC, ST candidates till the age of 37 years.
The three stages of the examination consist of the Preliminary round, followed by the Mains and Interview.
The Preliminary Examination is an objective type of Examination. It consists of two sections , attaining the weight-age of 200 marks each. Two hours are allotted for both the exams.. These two papers are:
A] General Studies Paper I (200 Marks)
General studies question paper covers a wide range of topics from current events of national and international importance, history, polity, Indian and World Geography, economic and social development, general science and ecology.
B] General Studies Paper II (Civil Services Aptitude test – CSAT, 200 Marks)
The CSAT paper deals mainly with questions testing a candidate’s logical reasoning and analytical ability, decision making and problem-solving, basic numeracy, data interpretation, etc.
In addition, the English Language Comprehension skill section of the General Studies Paper II (CSAT) will be excluded.
(NOTE: There is a penalty for wrong answers; for every answer, one third (0.33) of the marks allotted to the question get deducted.)
Those candidates who clear the cut-offs are deemed eligible to attempt the Main Examination.
II. Main Examination
The Main Examination is a written exam and candidates can write it in either English or any other Indian language included in the Eighth Schedule of the Indian Constitution. In all, the main examination has eight papers.
The two language papers (qualifying only – marks obtained in these papers are not counted for the purpose of drawing up the rank list)
Paper-A One of the Indian Languages – 300 Marks
Paper-B English – 300 Marks
There are in all six papers which are counted for merit:
Paper I – General Essay – 250 Marks
General Studies-I 250 Marks
Subject: Indian heritage and culture, History and Geography of the World and Society.
General Studies -II 250 Marks
Subject: Governance, Constitution, Polity, Social Justice and International relations.
General Studies – III 250 Marks
Subject: Technology, Economic Development, Bio-diversity, Environment, Security and Disaster Management.
General Studies – IV 250 Marks
Subject: Ethics, Integrity, and Aptitude.
Optional Subject – (Paper 1) 250 Marks
Optional Subject – (Paper 2) 250 Marks
(Candidates may choose any optional subject from the list of optional subjects issued by the UPSC.)
Sub Total (Written test) 1750 Marks
The qualified candidates have to appear for the Personality Test likely to be held in March and April. The selection result is expected in May or June.
The individuals who clear the UPSC CSE Mains with the required cut-off marks will be eligible to appear for the final stage- the Personality Test/ Interview in front of the UPSC Board Members.
After clearing the Mains written test, the candidate receive an e- summon issued by the UPSC. The summon will direct the candidate to appear for a face-to-face discussion round with the Board Members. This round is framed to assess and evaluate the personality traits. The questions are related to a candidate’s hobbies, GK, and current affairs, case-study or situation based questions, etc. The face to face round is organized in the UPSC Bhawan in New Delhi.
The personal Interview is worth 275 Marks; thus, the main examination (written and interview) is worth 2025 marks overall.
