Introduction

The Indian online gaming industry has seen unprecedented growth in recent years, driven by affordable smartphones, internet penetration, and digital payment systems. However, this rapid expansion has come with significant concerns over addiction, financial losses, fraud, and psychological harm. To address these issues, the Lok Sabha passed The Promotion and Regulation of Online Gaming Bill, 2025 on August 20, 2025, through a voice vote, marking a major policy intervention in India’s digital economy.

The Bill seeks to strike a balance between prohibition of harmful online money games and the promotion of e-sports as a creative and recreational industry. This comprehensive legislation has implications for social welfare, legal frameworks, and India’s gaming ecosystem.


Why Was This Bill Introduced?

The primary driver behind the Bill was the proliferation of online money games, such as fantasy sports platforms, real-money card games, and betting-like activities, which have been linked to:

  • Suicides and family breakdowns caused by gaming addiction.
  • Lifetime savings evaporating due to compulsive betting.
  • Serious fraud risks from manipulative algorithms.
  • Public health issues, especially among youth and economically disadvantaged groups.

Lok Sabha Speaker Om Birla strongly endorsed the Bill, saying:

“This is a good Bill. We are seeing suicides and families getting destroyed every day… Bringing such a Bill is in the national interest.”

Union IT Minister Ashwini Vaishnaw highlighted the social harm and financial exploitation associated with online money games, emphasizing that a political consensus was essential to tackle the issue.

The Promotion and Regulation of Online Gaming Bill, 2025 seeks to prohibit the:

  • Offering of online money games
  • Operation and facilitation of such platforms
  • Advertisement and promotion of real-money gaming

Government’s Position and Rationale

According to IT Minister Ashwini Vaishnaw:

“Many people get addicted, lifetime savings evaporate in games, and with the algorithms in use, there may be untold levels of fraud and cheating.”

The government also clarified why no public consultation was held:

“It did not make sense to open a prohibition law up for consultation,” said Mr. Vaishnaw, adding that the government had engaged with the gaming industry for years.

Union IT Secretary S. Krishnan stated:

“The industry wanted clarity on how they should be regulated… So that clarity has been provided.”

“The Bill has come as a shock to an industry that has sought central regulation through a dedicated authority.”

Despite this, Mr. Vaishnaw assured that the law had been drafted with legal safeguards and could withstand judicial scrutiny.

Cut Off Marks


  • Cut off marks on the basis of GS Paper-I only. GS Paper-II was of qualifying nature with 33% marks as per Rule-15 of Civil Services Examination

    Subject to 10% marks in each of the seven competitive papers i.e. Essay, GS-I, GS-II, GS-III, GS-IV, Optional-I and Optional-II.
