PM MITRA Park in Dhar: Transforming India’s Textile Industry and Generating Massive Employment
India’s textile sector is on the cusp of a historic transformation with the upcoming PM MITRA (Mega Integrated Textile Region and Apparel) Park in Dhar, Madhya Pradesh. Prime Minister Narendra Modi is set to lay its foundation stone on 25 August 2025, marking the launch of India’s first PM MITRA Park. The project is expected to create over 2 lakh jobs (50,000 direct and 1.5 lakh indirect), significantly boosting the economy of the Malwa region.
Background and Approval
The proposal for the PM MITRA Park in Bhensola village, Badnawar Tehsil, Dhar district received formal approval from the Government of India in March 2023. An MoU was signed between the Ministry of Textiles and the Government of Madhya Pradesh on 21 May 2023, attended by top leaders including Union Minister Piyush Goyal and then CM Shivraj Singh Chouhan.
Location Advantage
The park will be developed on 1,563 acres of land owned by the Madhya Pradesh Industrial Development Corporation (MPIDC). It boasts excellent connectivity:

The PM MITRA Park will feature state-of-the-art facilities to integrate the entire textile value chain — from spinning and weaving to garment manufacturing. Key infrastructure includes:
- High-capacity power supply (220 KV, 132 KV, 33 KV) at competitive rates (~₹4.50/unit).
- Industrial water supply from Mahi Dam at ₹25/KL.
- Plug-and-play units, CETP (Common Effluent Treatment Plant), and warehousing.
- Workers’ hostels, housing complexes, and training & skill development centers.

- Investment Attraction: Over ₹6,000 crore worth of investment commitments from top textile and garment companies.
- Regional Development: Direct economic benefits for Dhar, Jhabua, and Ratlam districts, with a special focus on tribal communities.
Investor-Friendly Policies
Madhya Pradesh offers some of the most competitive incentives in the country for garment manufacturing:
- Mega Status for Garment Units on investments above ₹25 crore in plant and machinery.
- Special Readymade Garment Policy: Financial assistance up to 200% of investment for eligible garment units.
- Over ₹3,000 crore investment in textiles in the last 2–3 years, boosting women’s employment and empowerment.
Part of a Larger National Vision
The Dhar PM MITRA Park is one of seven mega parks announced under the PM MITRA scheme, with others in Tamil Nadu, Telangana, Karnataka, Maharashtra, Gujarat, and Uttar Pradesh. The scheme aligns with India’s goal to increase textile exports to $100 billion by 2030, enhance manufacturing competitiveness, and make India a global textile hub.
